The use of automatic, image based systems for vehicle identification has become commonplace. Today, these systems are in use in diverse areas such as parking, tolling and traffic and customs enforcement. Also areas outside transport/traffic are increasingly adopting the technology. Though there are many opinions about the use of such systems, especially for enforcement, there is solid documentation that they are effective and cost efficient. Legitimacy and acceptance in the general public require that the systems work properly 24-7, they must be just and be cost efficient to install and maintain. To achieve this there are a number of photo technical challenges the systems need to master. Photos taken outside in the open air often need to show a clear image of both dark and bright areas. This is a difficult photo technical task. Harsh climate and tough weather conditions add further to the problem of getting clear images. The project is developing a new light source and a camera/lens combination addressing these challenges. The project has identify and will address cost improvement opportunities in all areas of design, production, installation, maintenance and operation of image based systems. Better design of components and interfaces, better testing before installation, and automation through digitization of system supervision and manual process steps, are all important cost saving measures.
